In a small bowl, stir milk and vinegar until blended. Set aside.
In a large bowl, combine flour, sugar, baking powder and salt. Cut in butter with a fork or a pastry blender until coarse crumbs form. Stir in the milk mixture until moistened (dough will be slightly moist).
